AI data center approved for construction in Lazio, Italy

A new AI data center has been approved for construction by municipal authorities in the region of Lazio, central Italy.

The facility, approved by the city council of Colleferro, a town within the city limits of the capital, Rome, will be developed by energy infrastructure provider Cobra Green Hyperscale and will employ 220 staff upon completion.

Construction is expected to begin in 2027, though the project has yet to receive final approval from the Italian government. DCD has approached Cobra Green Hyperscale’s owner, the investment firm Tendercapital, for comment.

“Leading the process rather than undergoing it has been the administration’s philosophy,” said the mayor of Colleferro, Giulio Calamita, in comments reported by Il Messaggero. “After two years of administrative work, the municipal council unanimously approved the project, which includes the construction of a state-of-the-art AI data center with 150MW of electrical power allocated by the grid operator Terna.”

Founded in 1935 with a strong industrial heritage, the addition of Cobra Green Hyperscale’s new data center follows a call by Colleferro’s municipal authorities for operators to bid on new sites in the town.

Designed by Milan-based architectural firm Lombardini 22, the data center’s server buildings, offices, and grounds will stretch over 5.7 hectares (14 acres). Though no information has been released about its projected IT compute capacity, the project possesses a 150MW grid allocation and solar panels capable of producing 34MW. Its emergency power supply, meanwhile, will be provided by a set of gas-powered generators.

Founded in 2022, Cobra Green Hyperscale is a provider of photovoltaic systems headquartered in Rome and owned by the Irish investment firm Tendercapital, after being acquired in 2025 from NV Holding. At the time of acquisition, it was noted that Cobra Green Hyperscale had a goal to build a 100MW data center with 60MW of supporting solar power. It is not stated if this is the same project that has since been adjusted.

If its data center is approved by the Italian government, it will add to a small regional market for data centers. Lazio currently hosts only 11 data centers, according to DataCenters.com, most of which are concentrated in Rome.
