Neocloud Nscale is partnering with Finnish energy firm Fortum on another Nordics-based data center development, this time in Finland.
Set to be located in the Sievari industrial area on land owned by the Town of Harjavalta, the project is one of many Nscale is working on in the country. Fortum will serve as the site development partner.
Fortum has been planning to develop the property since June 2024, when it signed a planning reservation agreement with Harjavalta, covering marketing, zoning, and grid connection support for a potential data center.
Nscale is currently working with the Town for a preliminary land sale of the property.
Details surrounding the planned power capacity of the data center and its expected size have not yet been provided.
“This cooperation reflects our broader strategy to enable low-carbon growth by providing customers with the right conditions to build scalable, sustainable operations in Finland. These types of projects play a key role in driving electrification and digitalization in our societies,” said Jyrki Holappa, customer site development director at Fortum.
Fortum is developing several data center sites in Finland besides the Nscale project. Earlier this year, the energy company revealed plans for a data center campus in Pennala. It is also targeting Rauma, Klaukkala, and Jyväskylä.

Harjavalta is located in the Satakunta region of Finland, northwest of the capital city Helsinki.
Nscale has a significant footprint across the Nordics. Under its joint venture with Aker, the company has purchased land in multiple locations in Norway, including in Fauske and Skien, and is planning a 250MW data center in Narvik and a 230MW data center in Kvandal.
The company also operates a 30MW data center in Glomfjord Industrial Park in Norway, with plans to double capacity to 60MW. In November 2025, Nscale signed a 15MW lease agreement with Verne in Iceland.
As well as developments in the Nordics and wider Europe, Nscale has ambitious plans for the US. ln March 2026, the company acquired the Monarch Compute Campus site in West Virginia, which could offer up to 8GW of compute, and has signed on for 40MW at a WhiteFiber data center in North Carolina.
The neocloud is said to be planning an IPO, and recently raised $2bn in a Series C funding round.
