Property developer NDC-Garbe has announced a new data center in Leopoldsdorf in Austria’s northeastern federal state of Lower Austria.

The facility would be the Vienna suburb’s second, after CloudHQ received approval for its own development from the local city council.

NDC-Garbe’s data center will be built within a few hundred meters of this first project, according to reporting by Niederösterreichische Nachrichten, which broke the story. The IT compute capacity and the construction cost of the development were not disclosed. DCD has approached NDC-Garbe for comment.

The new development was announced by Leopoldsdorf’s mayor, Fritz Blasnek. The official dismissed concerns by Green Party legislators from the neighboring municipality that the data center would generate excess carbon emissions and noise pollution, on the grounds that the site was unlikely to attract traffic to the area. “I don’t understand the fuss,” said Blasnek, in comments reported by Österreichischer Rundfunk (ORF). “There’s also a data center project in Achau, but nobody’s complaining there.”

The region of Lower Austria recently passed legislation allowing municipalities to designate new zones for data center development. NDC Garbe intends for its project to be built in such an area, though the zone itself has yet to receive approval from the local authorities, according to ORF. The new development would be located near another site reserved for a data center to be built by CloudHQ. That project, ORF reported, will have a local connected load of up to 200MW and provide up to 150 permanent jobs in the area. Construction is scheduled to begin in 2027.

Lower Austria is a small data center market, boasting only three operational facilities. However, the region is Austria’s first to pass legislation governing the development of data centers. The new law creates a zoning category for projects larger than 0.5 hectares (1.2 acres).

Any proposed data centers larger than three hectares (7.4 acres) require the developer to apply for a specific ‘location ordinance’ from the provincial government. The law was proposed by the region’s government partly in response to up to 100 development inquiries that, if enacted, would consume up to 3.4GW of electrical power, equivalent to half the generation capacity of Lower Austria.
