European AI cloud company Nebius has signed an agreement with Greenergy Data Centers to install 22MW of capacity at a data center in Hüüru, to the west of Estonia’s capital city, Tallinn.
The first phase of capacity is expected to be operational later this year, and will be the largest deployment in the Baltics when all 22MW is made available.
The financial terms of the deal have not been disclosed. However, according to local media reports, the deployment forms part of a €50 million ($58m) expansion of the Hüüru data center, increasing the facility’s total capacity to 31.5MW once fully installed.
“Nebius’ Tallinn AI factory, which is being developed in partnership with Greenergy Data Centers, will provide state-of-the-art infrastructure to support Estonia’s growing innovation ecosystem and help accelerate the development and adoption of artificial intelligence,” said Nebius’ head of communications, Tom Blackwell, adding that Estonia was a natural choice for the company due to its engineering talent, digital economy, and start-up culture.
Nebius founder and CEO, Arkady Volozh, briefly referenced the deployment in his letter to shareholders, published alongside the neocloud’s Q2 2026 results.
“We expanded our contracted capacity footprint in Q2, with additional sites in the UK, Estonia, and Finland. Construction is also underway at some of our owned AI factories in the US,” he wrote.
The UK expansion refers to the 22MW capacity agreement Nebius signed with Kao Data in June 2026, set to be deployed at the latter’s Harlow campus, and a deal announced this week to lease capacity at Vantage’s campus in Wales. Nebius also pledged a £1.7 billion ($2.26bn) investment in the UK, through which it will establish three new Nvidia infrastructure deployments.
In a post on Nebius’ LinkedIn page today (August 13), the company announced it was building a second data center in Mäntsälä, in the south of Finland. The new facility will have capacity of up to 70MW coming online from 2027, bringing the company’s total capacity in the country to 455MW across three sites.
“Mäntsälä is where we built our first data center, and our experience there has helped shape how we build and operate sites around the world. This next phase builds on that foundation, as well as the strong relationship we have developed with the municipality and local community,” the post read.
Nebius has a data center presence across the US, the Middle East, and Europe. In addition to its existing data center in Mäntsälä, the company is currently leasing or set to lease capacity in the UK (London, in an Ark DC facility), France (Paris, Equinix), Israel (multiple locations, Mega Or), Iceland (Keflavik, Verne), Finland (Lappeenranta, Polarnode), and the US in New Jersey (Vineland, DataOne) and Missouri (Kansas City, Patmos).
The company is also planning a self-build outside Kansas City in Independence, Missouri, and a gigawatt-scale development in Pennsylvania. Nebius is also developing a 240MW data center in Béthune in northern France.
