Artificial intelligence is advancing at extraordinary speed, but its physical limits are increasingly being tested by how much power can be generated, transmitted, and delivered where compute is needed.
In this context, imagine a country with abundant renewable energy, water, cool mountain air, and plenty of room to build. It sounds like an obvious place to invest.
It is not.
The AI infrastructure boom is being organized around scarcity. Power is constrained. Transmission is slow. Suitable land is contested. Cooling and water are becoming harder to secure. In that environment, a country that can offer these inputs can quickly appear to have found its opening.
But scarcity can be misleading. It makes an asset valuable; it does not make the country that possesses it strategically indispensable. The harder question is whether those physical advantages can be converted into a durable proposition, one with the capital, connectivity, institutional confidence and access to demand that investors need over decades, not merely during the current rush.
Nordic countries such as Norway and Iceland offer clean power and colder climates, advantages that energy-rich countries in South Asia, including Nepal and Bhutan, can also bring. But the propositions are not identical. The Nordics add mature infrastructure and long-established investor confidence; Nepal and Bhutan sit closer to one of the world’s most consequential future digital growth corridors.
The Gulf, Singapore and Malaysia illustrate the same point from different directions. They are building aggressively around AI not because power or land alone sets them apart, but because each combines those inputs with a distinct mix of capital, market access, connectivity, ecosystem, and institutional capacity. Power and land may help secure a project. But they do not create a niche. The question is what a country can assemble around them to create a strategic advantage.
A niche is distinctive because it survives a harder test: whether a country can combine the basic resources that make AI infrastructure feasible-energy, land, and cost-with capital, market relevance, and ecosystem to create a credible global strategic proposition. No country gains relevance simply by possessing more power, cheaper land or a colder climate. It gains relevance by assembling a combination that others cannot easily reproduce.
For countries still searching for a place in the AI economy, the lesson is not to copy an existing model. Few can replicate America’s market depth, the Gulf’s capital, or Singapore’s ecosystem. The more useful task is to turn their own physical foundation into a proposition that remains valuable as demand, technology, and energy systems evolve.
Capital and ecosystem will remain decisive. But as more governments and investors commit large sums to data centers, connectivity and technology partnerships, their presence alone will not always distinguish one destination from another. Power, land, capital and ecosystem are increasingly the conditions for entering the competition. The question is what a country can build from them.
As AI infrastructure becomes more capital-intensive and technologically uncertain, two qualities are likely to matter more in determining whether a country’s position endures: optionality and long-term relevance.
Optionality is the capacity to remain valuable across multiple future scenarios rather than depend on a single assumption about demand, technology or energy use. In the AI context, it has two dimensions. Compute optionality is the ability to serve different workloads, customers and technology cycles rather than rely on a single tenant, project or AI use case. Energy optionality is the ability to develop, control and deploy power in more than one way: through dedicated generation, grid supply, storage, flexible-load management and, where appropriate, export or other productive uses when compute capacity is not fully utilized.
Long-term relevance is a durable connection to markets or demand corridors with sustained growth potential—where demand for compute is likely to deepen over time rather than mature or saturate quickly. A country that can direct power among compute, storage and the grid—and direct compute toward AI, cloud, scientific or industrial uses—has a more resilient proposition than one dependent on a single buyer or technology cycle.
Nepal offers a useful test of this thesis. Its AI potential is often described through hydropower, Himalayan cooling, available land and lower development costs, alongside its demonstrated ability to mobilize domestic capital for large-scale hydropower. Those are meaningful foundations. But they may not, by themselves, establish Nepal as a consequential AI-infrastructure location within Asia’s rapidly expanding digital geography, particularly as India builds at far greater scale.
Nepal’s more strategic opportunity lies in what it can assemble around those foundations: energy optionality through dedicated hydropower, solar, storage and grid supply; and long-term relevance through connection to a deepening South Asian and wider Asian demand corridor. Its role would not be to replicate India’s AI build-out, but to complement it with renewable-powered infrastructure that can serve changing technologies, workloads and regional demand patterns.
For technology leaders such as the United States, this offers a useful framework. As technology companies, investors and policymakers look beyond the first wave of AI infrastructure, they will need to distinguish between countries that merely market attractive features and those that can become durable AI-infrastructure partners.
For the United States, this is also a question of diversification: whether the future infrastructure of AI will be concentrated in a small number of established markets or supported by a wider network of credible, renewable-powered partners. The question is not simply where the next data center can be built most cheaply. It is which countries can credibly host, power, finance, and sustain AI infrastructure, and the investment behind it, over time.
