Scaling AI at industrial speed: The new data center imperative

AI is no longer just a software story. Behind the algorithms lies a transformation of the physical infrastructure that powers compute at scale. Europe’s AI ambitions demand data centers capable of extreme density, operational resilience, and low-carbon performance, while remaining adaptable to future GPU generations.

AI has become a central driver of digital competitiveness, but it is not only about algorithms or model size. The infrastructure underpinning compute is evolving at unprecedented speed. This is not a technological rupture, but a dramatic acceleration of scale. Foundation models, real-time inference, and ultra-dense GPU clusters are pushing data centers beyond incremental evolution, while demand is outpacing traditional construction cycles.

In Europe, reaching 12GW of installed capacity took decades. AI workloads could push that beyond 30GW by 2030 – an expansion nearly seven times faster than the previous quarter-century. The challenge is industrial: can infrastructure scale rapidly, sustainably, and strategically enough to meet AI ambitions?

Designing for density

AI workloads require extreme rack density, ultra-low latency networks, and sustained bandwidth. Next-generation GPU clusters significantly increase both power and thermal output, surpassing the limits of traditional air cooling. In leading AI environments, rack densities exceed 600kW, with thermal stability directly influencing compute performance.

Meeting these requirements demands a fundamentally new approach. Electrical systems must provide substantial headroom from day one, anticipating power densities that may double within a single hardware cycle.

Power distribution must remain modular and scalable to accommodate future GPU generations without major redesign. Cooling architectures must integrate liquid solutions – direct-to-chip or immersion — from the outset, with hydraulic loops and heat rejection systems engineered for high thermal flux.

Hybrid air/liquid configurations are becoming standard. Mechanical systems must sustain continuous, high-intensity operations, as AI clusters rarely idle and require reinforced redundancy, predictive maintenance, and real-time monitoring.

The modern AI data center is no longer simply a building housing IT equipment. It is an integrated thermodynamic system in which electrical, cooling, and network engineering evolve together to sustain high compute density.

From data centers to AI campuses

Standalone facilities are no longer sufficient. AI is accelerating the rise of large-scale campuses: distributed platforms capable of supporting hundreds of megawatts per site and scaling toward gigawatt-class capacity.

At Data4, a 50MW cluster launched in 2006 has grown into a 500MW hub combining several campuses South of Paris, with AI-ready facilities under construction. Across Europe, sites are designed for 250MW AI-dedicated clusters, while next-generation campuses are planned to scale from 500MW to 1GW.

These campuses are not simply larger buildings; they are integrated platforms aggregating hundreds of thousands of GPUs to serve public, private, and sovereign cloud workloads. Their scale enables training infrastructures that would be impossible in fragmented environments.

With nearly 40 data centers across France, Italy, Spain, Poland, Germany, and Greece, Data4 combines regional proximity with continental-scale capacity, balancing latency-sensitive requirements with regulatory alignment.

Energy as a strategic constraint

If compute density defines AI infrastructure, energy defines its boundaries. High-density GPU clusters require continuous, reliable, low-carbon electricity, making secure supply a decisive strategic factor. Long-term power purchase agreements (PPAs) have become structural enablers of AI growth rather than simple financial instruments.

In two years, Data4 has signed five PPAs with European partners to combine wind, solar, and low-carbon production, stabilizing costs while reducing its carbon footprint.

Since 2017, the group has reduced its carbon footprint by more than 13 percent and is targeting a 38 percent reduction by 2030. Without energy security, AI expansion would be constrained by grid capacity rather than engineering capability. Infrastructure and energy strategies are now inseparable.

Sovereignty and neoclouds

The market landscape is evolving. Hyperscalers remain dominant, but a new generation of AI-specialized providers – often called neoclouds – is emerging. These operators focus on ultra-dense GPU environments aligned with European sovereignty and regulatory requirements.

Compliance with GDPR and forthcoming AI frameworks is no longer an administrative afterthought; it is embedded in infrastructure design. Territorial anchoring, energy control, and regulatory alignment have become strategic differentiators.

AI operating AI infrastructure

AI is not only the workload; it is also an operational tool. High-density campuses deploy thousands of sensors to optimize cooling, electricity, and water consumption. Predictive analytics reduce energy losses, anticipate equipment failures, and maintain peak performance.

Operations are shifting from reactive maintenance toward predictive, self-regulating models – essential for sustaining compute intensity. In this environment, operational intelligence is as critical as physical capacity.

A strategic decade ahead

AI does not break with the past; it accelerates industrialization. Success in the coming decade will depend on the ability to design, finance, and operate large-scale, low-carbon, regulation-aligned campuses. Infrastructure is no longer passive real estate; it is a strategic industrial asset.

Operators that integrate density, modularity, energy security, and regulatory compliance into a coherent, scalable model – and deliver it at industrial speed – will define the continent’s AI landscape.
