TikTok will invest €1 billion ($1.16bn) in building a second data center location in Finland.
Announced by TikTok on April 7, the plans come shortly after TikTok was reportedly scaling back its data center capacity in Ireland.
The second data center project is set to be located in the Kiveriö district of Lahti, Finland, located northeast of Helsinki and west of Kouvola, where TikTok is already developing a data center.
TikTok previously announced plans for its first data center in Finland in April 2025. That campus will be developed by Hyperco, and is projected to have an initial IT capacity of 100MW.
“Finland offers a unique combination of strong digital infrastructure, access to clean and reliable energy, and a highly skilled workforce,” said Christian Hannibal, head of public policy for TikTok in Finland.
“That makes it a natural choice as we continue to expand our European infrastructure and strengthen how we protect and store data locally.”
Both data centers are part of TikTok’s Project Clover, a €12bn ($13.8bn) European digital sovereignty effort that has seen TikTok establish locations across Europe to reassure governments that user data will remain in the region.
While the data center partner has not been revealed, Chinese data center company DayOne is known to be developing a 128MW campus in Lahti. The company revealed plans for the site in August 2025, which aims to be ready for service.
Simultaneously, DayOne disclosed that it had invested in Hyperco’s Kouvola data center project, which is being used by TikTok. DCD has contacted DayOne for comment.
DayOne was formed from the international unit of Chinese data center firm GDS. Formerly GDS International, the unit changed its name in January 2025 and launched as an independent company following the completion of a Series B funding round.
Other locations under Project Clover include Dublin, Ireland, where TikTok opened its first data center in September 2023. Previously set to lease further capacity in the country, TikTok is reportedly no longer seeking further data center space in Ireland. The company has yet to confirm this.
In Norway, TikTok uses three data center buildings developed by Green Mountain in the company’s OSL2-Hamar campus. All three buildings have been operating since April 2025.
TikTok has long contended with concerns around its ownership by the Chinese company ByteDance, with many countries seeking to ensure that user data is not sent to China. This has been particularly challenging in the US, but was settled with the US spin-off – dubbed TikTok USDS Joint Venture LLC – that has three managing investors: Oracle, Silver Lake, and Abu Dhabi-based MGX, while ByteDance has retained a 19.9 percent stake.
Most of Finland’s data centers are in and around Helsinki, but Lahti has a few currently under development. Polarnode is developing a 40MW data center in the area, and FCDC is also known to be looking at a site in Lahti.
